Its a good gimmick to acattrt publicity. In my opinion, tags can enhance or augment the traditional hierarchial navigation structures but can never replace them. Even in flickr, tags are just one way to find stuff. Fixed taxonomies are better suited when content can be well classified into different categories -which is the case for most non- user-content driven sites.
